The Overseas Employment Corporation Pakistan, working under the Ministry of Overseas Pakistanis and Human Resource Development, has announced new overseas job opportunities for Pakistani professionals. According to Advertisement No. 185 dated 11 March 2026, applications are invited from qualified and experienced candidates for employment in the State of Libya.

Available Position

Health, Safety, Environment (HSE) Officer

Qualified Pakistani professionals are required to work in Libya for HSE-related responsibilities in oil and gas operations.

Salary Package

Selected candidates will receive a competitive salary package:

• Salary: 1200 USD – 1700 USD per month

Age Limit

• Candidates must be between 30 to 40 years of age.

Education & Certification Requirements

Applicants must meet the following qualifications:

• Bachelor’s degree (BS) or equivalent in a relevant discipline.
• Must possess NEBOSH International General Certificate in Occupational Health and Safety (IGC 1, IGC 2, and IGC 3).

Required Skills

• Strong English communication skills including reading, speaking, and understanding.
• Ability to effectively communicate safety procedures and instructions in a professional work environment.
• Knowledge of Health, Safety, and Environmental standards in industrial settings.

Experience Requirements

• Minimum 2 to 5 years of practical experience in the Oil and Gas industry.
• Experience should preferably be in Health, Safety, and Environment (HSE) roles within operational or project environments.

Key Responsibilities (Oil & Gas Sector)

The selected HSE Officer will be responsible for various safety and environmental duties, including:

• Ensuring full compliance with Health, Safety, and Environment policies and international safety standards.
• Conducting regular safety inspections, audits, and hazard identification to maintain a safe working environment.
• Implementing and monitoring the Permit to Work (PTW) system for high-risk activities such as hot work, confined space entry, working at heights, and lifting operations.
• Performing risk assessments and Job Safety Analysis (JSA/JHA) to identify and control workplace hazards.
• Investigating incidents, accidents, and near-miss events, preparing reports, and recommending corrective actions.
• Ensuring proper use of Personal Protective Equipment (PPE) and enforcing safety discipline at work sites.
• Conducting safety training sessions, toolbox talks, and awareness programs for employees and contractors.
• Monitoring contractor and subcontractor safety performance.
• Developing and implementing emergency response plans such as fire safety, gas leaks, oil spills, and other emergency situations.
• Ensuring proper handling, storage, and disposal of hazardous materials according to environmental regulations.
• Maintaining accurate HSE documentation and safety records.
